1 tender conditions

The Hebei Jiantou Fengning Guandaoliang 48MW wind farm project has been approved by the Chengde City Development and Reform Commission, and the approval document No.: “No. 29” [2016] of the application for verification and approval, and the construction funds have been put in place. The bidding conditions are now in place. Entrusted by Xintian Green Energy Co., Ltd. (the tenderee), the wind turbine generator set and auxiliary equipment required for this project will be invited for public bidding and the successful bidder will be selected.

2 tender scope

2.1 Tenderee: Hebei Fengning Jiantou New Energy Co., Ltd.

2.2 Project Name: Hebei Jiantou Fengning Guandaoliang 48MW Wind Farm Project

2.3 Construction Site: Fengning County, Hebei Province

2.4 Scale of Construction: The installed capacity of this project is 48MW.

2.5 Bidding scope: Wind power unit and auxiliary equipment of Hebei Jiantou Fengning Guandaoliang 48MW wind farm project.

2.6 Delivery place: Project site, designated by the tenderer for delivery

3 Bidder qualification requirements

3.1 The bidder must be a wind turbine manufacturing enterprise with independent legal person status from the People's Republic of China or a country or region with normal trade relations with the People's Republic of China.

3.2 The Bidder shall not have any direct or indirect connection with the consulting company or its affiliates entrusted by the Tenderee for the purpose of designing, compiling the specifications and other documents for the procurement of the goods subject to the bidding.

3.3 The bidder must be legally financially independent and legally operating and independent of the tenderer and tendering agency.

3.4 The bidder shall have good bank credit and business reputation, and shall not be ordered to suspend business, property shall be taken over, frozen or bankrupted.

3.5 Speculative stand-alone capacity: Low-temperature wind turbines with a stand-alone capacity of not less than 2.0 MW.

3.6 The wind turbine produced by the bidder has been in operation for not less than 300 units in the past three years (as of January 1, 2014 up to now) (subject to the copy of the contract, the contract shall reflect the quantity of supply and the time of signing the contract).

3.7 The bidder has already obtained a design certification report issued by an authoritative organization (including part certification).

3.8 Bidders shall obtain a type certification report issued by an authoritative certification body that satisfies the requirements for grid connection. (The bidders under test shall issue a “Type Approval Report Commitment” (see the tender documents for the format).

3.9 The bidder has already obtained the test report from the Chinese Academy of Electric Power under the Interim Measures for the Administration of Wind Turbine Grid Connection Testing, which satisfies the requirements of the grid connection. (The bidder under test shall issue a “Commitment to the grid test report”. See the bidding document for the format.

3.10 The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship and may not participate in the bid for the same tender item or for the same tender item that is not divided into bid segments.

The legal representatives are two or more legal entities of the same person. The parent company, a wholly-owned subsidiary and its holding company may not bid at the same time in the tender for the same goods.

3.11 This project is subject to a post-qualification review system and does not accept bids from agents and consortia.

3.12 The proposal submitted by the bidders already includes the road survey report, fan layout, power generation analysis and load analysis report.

3.13 The Bidder shall complete the site selection survey of the bidding project site from the time of purchase of the bid document to the opening of the bid, and use this as the basis for the commitment of the quality maintenance operation during the warranty period. The selection of site survey work needs confirmation by the project owner's seal. .

4 Acquisition of Bidding Documents

4.2 The potential bidders who complete the registration and qualification confirmation are invited to visit from 9:00 to 11:30, and from 14:30 to 17:30 in the afternoon from December 30, 2016 to January 6, 2017 (Beijing time, except holidays ),
